The Sutter County Children & Families Commission (SCCFC) offers Child Development Behavioral Specialist (CDBS) services to support the social-emotional development, behavioral health, and overall well-being of Sutter County children ages 0–5.

Our Child Development Behavioral Specialist, Jennifer Ybarra, holds the Transdisciplinary Infant-Family and Early Childhood Mental Health Practitioner Endorsement from the California Center for Infant-Family and Early Childhood Mental Health. This professional recognition reflects specialized knowledge and skills in supporting the social-emotional well-being of infants and young children while recognizing the important roles of early relationships, family, community, and culture.

Jennifer is also a trained Infant Massage Therapist through the International Association of Infant Massage (IAIM), with specialized training in techniques that promote parent-child bonding, nurturing touch, and healthy infant development.

Early childhood mental health services help children build the social and emotional skills needed to thrive at home, in childcare, and in school. By strengthening family relationships, supporting positive behaviors, and promoting emotional regulation, these services help lay the foundation for lifelong learning, healthy development, and school readiness.

Child Development Behavioral Specialist (CDBS), provides:

The CDBS program provides guidance, education, and individualized support to families and caregivers of Sutter County children ages 0–5. Services include:

Behavioral Consultations: Phone consultations to discuss behavioral concerns, answer questions, and provide guidance and strategies.
Home-Based Support: Developmental and social-emotional screenings, assessments, and individualized intervention services in the family's home.
Parent & Caregiver Workshops: Educational workshops offered throughout Sutter County for parents, guardians, childcare providers, and other adults who live or work with young children.
Social-Emotional & Developmental Education: Education, observations, and practical strategies to help parents and caregivers better understand and support their child's development and behavior.

How to Request Services

For Parents & Guardians

If you have concerns about your child's behavior, emotional development, or social skills, the CDBS program may be able to help. Families are encouraged to seek support whether concerns arise at home, in preschool, transitional kindergarten, kindergarten, childcare, or healthcare settings.

To request services, please complete both of the following:

Online Self-Referral Form – Provide information about your child and the support your family is seeking.
Social-Emotional Screening Questionnaire – Complete a brief questionnaire to help us better understand your child's social-emotional development.

For Professionals Referring a Family

Healthcare providers, early childhood educators, childcare providers, and other professionals who identify behavioral or social-emotional concerns in a child ages 0–5 may refer families to the CDBS program.

To submit a referral:

Discuss the Program: Explain the purpose and benefits of CDBS services to the family and obtain their consent before submitting a referral.
Submit a Referral: Complete the Online Referral Form.
Inform the Family: Let the family know that the Child Development Behavioral Specialist will contact them to discuss their needs and next steps.
